They are not an insurance offer, not a rate guarantee, and not a promise of underwriting approval. The carrier determines the final premium, rate class and approval through its underwriting process, and the issued policy—together with any riders—is what controls.

No coverage is bound here. Quotes, applications and contact submissions do not create, activate or bind coverage. Coverage comes into existence solely when a carrier issues a policy, the person accepts it, and premium payment is made.
